Mr. Lee has close to 40 years of experience in law enforcement,
private security, safety, and emergency management. After he retired
from the Los Angeles County Sheriff's Department, he joined the
St. Louis-based May Department Stores Company, eventually becoming
Regional Director of Security and Safety for May Company - California.
In 1988, he was appointed Vice President and Director of Corporate
Security, Safety, and Emergency Management for a major financial
institution. In 1996, when the financial institution was purchased,
he joined up with Frank Borden to form Borden/Lee Consulting.
Mr. Lee has created procedural and operational manuals,
plans and programs for financial institutions, retail companies,
property management firms, colleges and universities, school districts,
and government agencies. He has designed and evaluated Emergency
Operations Centers (EOC) and Command Posts (CP) and has created
and facilitated numerous tabletop and full-scale disaster exercises.
He has a significant amount of experience as the EOC Director and/or
Incident Commander (I/C) for a wide variety of incidents including
responses to, and recoveries from earthquakes (Northridge, Loma
Prieta, and Whittier Narrows), civil unrest (Los Angeles), fires
(Oakland Hills, Malibu, and Laguna Beach), and hurricanes (Hugo
and Andrew). His experience also includes managing numerous surveys
and studies involving a wide variety of topics, such as security
and anti-terrorism policies and procedures, physical security issues,
risk and vulnerability assessments, business impact and business
continuity analysis, and security and emergency management organizational
structures in public and private sector agencies and organizations.
He is also a CSTI-certified SEMS/ICS instructor.
Mr. Lee is the principle author of the Emergency Planning
Handbook and a co-author of Human Links to Coastal Disasters and
has had numerous papers and articles published. He has participated
in training programs, workshops, lectures, and panel discussions
worldwide. Mr. Lee has been a member of several national and international
committees and organizations, including the United Nations Committee
for Natural Hazard Reduction, as well as two presidential advisory
committees. Mr. Lee served three terms as chairman of the National
Standing Committee on Disaster Management for American Society for
Industrial Security (ASIS) and was recognized as the ASIS Volunteer
Committee Chairman of the Year in 1995. He has served on the Board
of Directors of the Business and Industry Council for Preparedness
and Planning (BICEPP) since 1984. In 2002, he was elected to the
Board of Directors of the Los Angeles Fire Department Historical
Society. In 2000, he served on a panel of experts who studied health,
safety and security issues for the Massachusetts Water Resources
Authority and in 2001 he served on a panel of experts at the prestigious
H. John Heinz III Center for Science, Economics, and the Environment
in Washington, DC.
Mr. Lee has received many awards and commendations
for his accomplishments and leadership in the areas of security,
emergency management, and safety, including the Benjamin M. Watson
Award, the highest award presented by the California Emergency Services
Association, and the SECURITY Magazine Executive Achievement Award.
He studied Crisis Management and Public Administration at the University
of Southern California and holds a number of professional certifications
and licenses.
